The largest digitalization of the Romanian healthcare system: electronic patient record, digital referrals, online access

The Ministry of Health announced the launch of the largest digitalization project in Romania’s healthcare sector – the new Health Insurance Information Platform (PIAS), financed through the National Recovery and Resilience Plan (PNRR), with a total value of €100 million.

According to the Minister of Health, the new platform represents a key reform for modernizing medical administration and reducing bureaucracy. The first modules will become functional by the end of this year, and the full system will be operational by August 2026.

Among the main innovations announced:

• Elimination of standardized paper forms and documents
• Full digitalization of medical referrals, medical letters, and sick leave certificates
• Integration of the electronic patient record and electronic prescription into a unified system
• Online access for patients and doctors to the medical history anytime, from any device

“I know that over the years, many have lost confidence whenever they heard the word ‘digitalization.’ But this time is different. The pace is faster, the work is visible, and the benefits will be felt directly in the lives of every patient and every doctor. We are not perfect. Sometimes we make mistakes. But we work honestly, we listen to the system, we listen to people, and we correct as we go,” said the Minister of Health.

The PIAS platform currently manages data for over 18 million insured individuals and tens of thousands of healthcare providers. The new infrastructure will strengthen the institutional capacity for data management and enable better coordination among healthcare system stakeholders.
