Romania's Parliament approves the Luca Niculescu government. Alexandru Rogobete is set to return as Health Minister, with healthcare funding and CNAS reform among his priorities.
The government led by Luca Niculescu won a parliamentary confidence vote on Tuesday, 20 October 2026, with 280 votes in favour and 58 against. Alexandru Rogobete, a former Health Minister nominated by the Social Democratic Party (PSD) for the same portfolio, is set to return to the ministry following the swearing-in ceremony. His announced priorities include funding critical healthcare services, reducing bureaucracy at the National Health Insurance House (CNAS), and expanding pharmacy-based vaccination services.
At least 233 votes in favour were required for the government to be approved.
The parliamentary vote brings to an end a period of more than five months during which Romania was governed by a caretaker administration, following the dismissal of Ilie Bolojan’s cabinet on 5 May 2026.
The new government will formally take office after its members are sworn in before the President of Romania.
Alexandru Rogobete Returns to the Ministry of Health
Alexandru Rogobete received a favourable opinion from the relevant parliamentary committees on Tuesday, with 21 votes in favour, eight against and two abstentions.
In statements made ahead of the confidence vote, Rogobete identified securing funding for emergency medical services and critical areas of the healthcare system as his immediate priority.
He said he intends to address these problems during his first week in office, warning of the risks posed by insufficient funding.
Also on Tuesday, the former minister announced plans to simplify administrative procedures at Romania’s National Health Insurance House (CNAS), including measures to facilitate patients’ access to reimbursed medicines and medical devices.
Another announced priority is the expansion of vaccination services in community pharmacies, beginning with HPV vaccination. Rogobete aims to achieve this objective by the end of 2026.

What Comes Next for Romania’s Healthcare System?
The government’s parliamentary approval creates the political framework for resuming healthcare reform projects and adopting the measures outlined in its governing programme.
For the healthcare sector, the first decisions will be particularly important in terms of emergency care funding, the functioning of CNAS, access to reimbursed treatments, and the development of preventive healthcare services.
For now, the measures outlined by Alexandru Rogobete remain publicly announced policy objectives. Their implementation will depend on decisions taken by the new government, available budgetary resources, and any necessary legislative or administrative changes.
