Romania’s Health Ministry launches €120 million EU-funded project to modernize specialist outpatient clinics nationwide.
The Ministry of Health has announced the launch of a new EU-funded project worth €120 million, aimed at developing and modernizing specialist outpatient clinics across the country. The funding will be provided through the Operational Health Programme, with applications open until October 16, 2025, at 17:00, via the MySMIS2021 platform.
According to the ministry, the investments will cover extensions, modernizations, new constructions, and the purchase of modern medical equipment, making it easier for patients to access consultations and treatments without unnecessary hospital admissions.
Ongoing legislative reforms are also supporting these changes, bringing direct benefits for patients:
- extended working hours until 8:00 p.m. in public hospital outpatient departments,
- greater flexibility for hospital managers and department heads,
- increased financing from 5 lei/point to 6.5 lei, and to 8 lei from 2026,
- elimination of referral tickets for chronic patients in national programs, regardless of insurance status.
The ministry recalls that, through the National Recovery and Resilience Plan (PNRR), 69 outpatient clinics have already been modernized with a budget of over 1 billion lei, and the new programme represents a continuation of this process.
