Romania’s Minister of Health states that, in many regions, public hospitals are now at the same level as private ones in terms of infrastructure, thanks to major investments over the past few years.
Health Minister Alexandru Rogobete declared that, in 2025, Romania has reached a point of balance between the public and private healthcare systems in terms of infrastructure. His statement comes in the context of massive investments in hospital construction, funded through the National Recovery and Resilience Plan (PNRR), the World Bank, and government funds.
The statements were made on Wednesday during a press conference held at the Ministry of Health.
“It’s true that in the past 4–5 years, the infrastructure and situation of public hospitals have changed significantly. We’ve seen a transformation, if you will, of the public healthcare system through investments made with PNRR funds, World Bank support, government resources, and others. Now, in 2025, we are at a point where the public system is, in many places, on equal footing with the private system in terms of infrastructure,” the Minister said.
According to him, construction is currently underway for 15 new hospitals funded through the PNRR. Of these, 12 are expected to be financed through grants and 3 through loans, depending on a final decision still under review by the authorities.
In addition to the 15 hospitals under the PNRR, three other facilities are being built with World Bank support. “If we do the math, in the last three years, construction has begun on nearly 20 new hospitals in Romania—more than in the past 35 years combined,” Rogobete emphasized.
However, not all initial projects have progressed. Of the 24 healthcare facilities originally contracted under the PNRR, only 19 remain eligible, and among those, 5 have not yet begun construction, due to either appeals or delayed tender procedures. These include the Pulmonology Hospital in Brașov and the hospital in Neamț, where the financing contract has not even been signed.
The Minister also clarified the situation regarding equipment intended for cervical and breast cancer prevention campaigns, noting that PNRR funding for these acquisitions was not lost. Instead, the equipment was secured through a parallel program funded by Norwegian grants. Delivery to regional screening centers is currently underway.
