CNAS finalizes an ambitious healthcare efficiency plan: extended contributions, a unified appointment platform, and strict rules for providers.
Over 240,000 Individuals with Independent Income Chose to Pay Health Insurance Contributions in 2024

Over 240,000 people with independent income chose to pay health insurance contributions in 2024 via the Single Tax Return, according to CNAS.
The National Health Insurance House (CNAS) announced that by the end of 2024, out of a total of 6,504,399 contributors to the National Health Insurance Fund (FNUASS), 242,098 individuals earning exclusively from income sources such as intellectual property rights, rental income, investments, agricultural activities, and other similar categories (according to Article 155 para. (1) letters c)–h) of the Fiscal Code) opted to pay the health insurance contribution through the Single Tax Return (D212).
CNAS reminds that these individuals have the right to become insured under the public health insurance system by submitting the Single Tax Return. This insured status takes effect from the submission date and remains valid until the legal deadline for submitting a new declaration for the following period.
CNAS President’s Order no. 763/2025 clarifies the procedures and ensures compliance with the Fiscal Code and Law no. 95/2006 on health care reform.
Although no complaints have been received regarding potential confusion in applying the rules, CNAS states that it has updated its working procedures and the Health Insurance Information Platform (PIAS) to ensure this important group of insured individuals can access medical services, medicines, and medical devices without disruption.
